REORGANIZATION OF THE PERSONNEL SELECTION BOARD OF THE MUNICIPALITY OF MIAGAO
WHEREAS, the Civil Service Commission (CSC), through Section 32, Book V of Administrative Code of 1987 (Executive Order No. 292), CSC Memorandum Circular No. 3, s. 1979 as amended by CSC Memorandum Circular No. 18, s. 1988 and CSC Memorandum Circular No. 38, s. 1989, as further amended by CSC Memorandum Circular No. 40, s. 1998, CSC Memorandum Circular Nos. 15 and 8, s. 1999, and CSC Memorandum Circular No. 3, s. 2001, mandated the establishment of the Merit Promotion Plan as one of the mechanisms in every local government unit;
WHEREAS, it is the policy of the New Administration to strictly adhere to the principles of merit, fitness and equality; that the selection of employees shall be based on their relative qualifications and competence to perform the duties and functions of the position, and to eliminate any discrimination, prejudice and biases in the selection process in the career and non-career levels for greater human resources development in the local government service;
WHEREAS, the approved agency Merit Promotion Plan shall be used as basis for the expeditious approval of appointments, attestation and accreditation to take final action on appointments;
WHEREAS, there is a need for a group of individuals to implement the policies on Merit Promotion Plan pursuant to the composition prescribed thereby;
NOW, THEREFORE, I, Macario N. Napulan, Municipal Mayor, this Municipality, by virtue of the powers vested upon me by Law, do hereby order the reorganization of the Personnel Selection Board of the Municipality of Miagao with the following composition:

AN ORDER CREATING A TECHNICAL WORKING GROUP THAT WILL COORDINATE WITH THE UNIVERSITY OF THE PHILIPPINES VISAYAS FOR COLLABORATION, MUTUAL DEVELOPMENT AND WELFARE AND FOR OTHER PURPOSES THAT WILL BE BENEFICIAL FOR BOTH PARTIES

Section B. TASKS AND FUNCTIONS
- To determine the gaps and submit reports on the compliance and implementation by the Local Government on the provisions of the above-mentioned Memorandum of Agreement (MOA).
- To identify land areas, material and human resources for potential development that will redound to welfare and progress of Miagao and UPV.
- To prepare recommendations and proposals to the Mayor relative to the status of Land acquisition and relocation of Informal Settlers.
- To propose joint undertakings and programs on Public Health, Marine, Fisheries, Environment, Food Technology and other areas that are commonly germane to UPV and LGU mandates, vision, mission and goals.
- To coordinate with the concerned Officials and Staff of UPV who may be designated and authorized by the Chancellor for the purpose.
- To submit to the Undersigned a Development Agenda/Framework and Project Leads/ Proposals not later than the end of September 2013, for consideration by both UPV and LGU.
The TWG shall meet at least once a month and coordinate with the UPV Counterparts for the joint coordinative meetings.
This Order shall take effect immediately until revoked.

AN EXECUTIVE ORDER CREATING A TASK FORCE TO REVIEW MARKET OPERATIONS
WHEREAS, there is an urgent need for the review of the operation, policies and rules and procedures of the Miagao Public Market, Slaughterhouse and Auction Market;
WHEREAS, the three mentioned areas are major sources of income for the Municipality of Miagao;
WHEREAS, the Miagao Public Market, Slaughterhouse and Auction Market were created under the Municipal Economic Enterprise which are supposed to earn revenues to sustain its operation;
WHEREAS, for the past years, the same have not earned enough income to sustain the operation of the Miagao Public Market, Slaughterhouse and Auction Market;
NOW THEREFORE, I, Macario N. Napulan, Municipal Mayor of the Municipality of Miagao, Iloilo, Philippines, by virtue of the power vested in me by law as the Local Chief Executive, do hereby create a special task force, prescribing its functions and schedule of meetings.

Section II. FUNCTIONS
The Task Force shall have the following functions:
- Study, observe the manner of collections of cash tickets and receipts;
- Review and implement flow of goods and human traffic;
- Review the pricing of rents and tariffs of respective goods and products sold;
- Review the assignment and deployment of personnel;
- Review the schedule of operation and other related issues in the current practices in the operation of the Miagao Public Market, Slaughterhouse and Auction Market;
- To submit the recommendations to the undersigned
Section IV. COMPENSATION AND REMUNERATION
The members of the said Task Force shall serve without compensation.

RE-ORGANIZATION OF THE MUNICIPAL SOLID WASTE MANAGEMENT BOARD

The Municipal Solid Waste Management board shall have the following duties and responsibilities:

Develop the Municipal Solid Waste management Plan that shall ensure the long-term management of solid waste, as well as integrate the various solid waste management plans and strategies of the barangay in its area of jurisdiction. In the development of the Solid Waste Management Plan, it shall conduct consultations with the various sectors of the community;

Adopt measures to promote and ensure the viability and effective implementation of solid waste management programs in its component barangays;
-
Monitor the implementation of the Municipal solid Waste management Plan through its various political subdivisions and in cooperation with the private sector and the NGOs;
-
Adopt specific revenue-generating measures to promote the viability of its Solid Waste Management Plan;
-
Convene regular meetings for purposes of planning and coordinating the implementation of the solid waste management plans of the respective component barangays;

Oversee the implementation of the Municipal Solid Waste Management Plan;
-
Review every two (2) years or as need arises the Municipal Solid Waste Management Plan for purposes of ensuring its sustainability, viability, effectiveness and relevance in relation to local and international developments in the field of solid waste management;

Develop the specific mechanics and guidelines for the implementation of the Municipal Solid Waste Management Plan;
-
Recommend to appropriate local government authorities specific measures or proposals for franchise or build-operate-transfer agreements with duly recognized institutions, pursuant to R.A. 6957, to provide either exclusive or non-exclusive authority for the collection, transfer, storage, processing, recycling or disposal of municipal solid waste. The proposals shall take into consideration appropriate government rules and regulations on contracts, franchise and build-operate-transfer agreements;

Provide the necessary logistical and operational support to its component barangays in consonance with subsection (f) of Sec. 17 of the Local Government Code;

Recommend measures and safeguards against pollution and for the preservation of the natural ecosystem; and
-
Coordinates the efforts of its component barangays in the implementation of the Municipal Solid Waste Management Plan.

AN EXECUTIVE ORDER REORGANIZING THE MIAGAO LOCAL HEALTH BOARD, PRESCRIBING ITS FUNCTIONS AND SCHEDULE OF MEETINGS
WHEREAS, every Local Government Unit (LGU) shall exercise the powers , those necessarily implied there from, as well as powers necessary, appropriate and those which are essential to the promotion of the general welfare; and
WHEREAS, Title V, Section 102 to 105 of the Local Government Code of 1991 allows the LGU to create the Local Health Board to cater to the well-being and promote health safety for its inhabitants;
NOW THEREFORE, I, Macario N. Napulan, Municipal Mayor of the Municipality of Miagao, Iloilo, Philippines, by virtue of the power vested in me by law as the Local Chief Executive, I hereby reorganize the Miagao Local Health Board, prescribing its functions and schedule of meetings.

Section II. Functions
- Propose to the Sangguninang Bayan, in accordance with the standards and criteria set by the department of Health (DOH), the annual budgetary allocations for the operation and maintenance of health facilities and services within the municipality;
- Serve as an advisory committee to the Sangguniang Bayan on health matters such as, but not limited to, the necessity for, and application of local appropriations for public health purposes;
- Create committee and/or technical working groups (TWGs) which shall advise local health agencies on matters such as, but not limited to, technical and administrative standards of DOH, personnel selection and promotion, bids and awards, grievance and complaints, personnel discipline, budget review, operations review and similar functions; and
- Shall be primarily responsible for the screening of Barangay Health Workers (BHWs) in the Municipality of Miagao prior to their registration and accreditation as stated in Section 4 of R.A. 7883 otherwise known as “The Barangay Health Workers Benefits an Incentives Act of 1995 or the BHW Law.”
Section III. Meetings and Quorum
- The Board shall meet at least once a month;
- A majority of the members of the Board shall constitute a quorum, but the chairperson or the vice-chairperson must be present during the meetings where budgetary proposals are being prepared or considered. The affirmative vote of a majority of the members shall be necessary to approve such proposal;
- In the absence of the chairperson and vice-chairperson, any member may preside the eating as authorized by the majority of the Board members present;
Section IV. Compensation and Remuneration
The chairman, vice chairman, and members of the Municipal Health Board shall perform their duties as such without compensation or remuneration. Members thereof who are not government officials or employees shall be entitled to necessary travelling expenses and allowances chargeable against the funds of the Local health Board concerned, subject to the existing accounting and auditing rules and regulations.
Section V. Direct Supervision and Control of DOH over Local Health Operations
In case of epidemics, pestilence, and other widespread public health dangers, the Secretary of Health may, upon the direction of the President in consultation with the LGU, temporarily assumes direct supervision and control over health operations in any LGU for the ducation of the emergency, but in no case exceeding a cumulative period of six (6) months. With the concurrence of the LGU concerned, the period for such direct national control and supervision may be further extended.
