MUNICIPAL HEALTH OFFICE

A. FUNCTIONAL STATEMENT

Takes charge of the office on health services and supervises the personnel and staff of said office; formulates programs, implement guidelines, rules and regulations for the operation of the said office for the approval of the mayor, in order to assist him in the efficient, effective and economical implementation of health service programs geared to implementation of health-related projects and activities; formulates measures for the consideration of the sanggunian and provides technical assistance and support to the mayor, as the case maybe, in carrying out activities to endure the delivery of basic services and provision of adequate facilities relative to health services provided under Section 17 of the code, develops plan and strategies and upon approval thereof by the mayor, implements the same, particularly those which have to do with health programs and projects which the mayor is empowered to implement and which the sanggunian is empowered to provide for under this code; formulates and implements policies, plans, programs and projects to promote the health of the people in the local government unit concerned; advises the mayor, and the sanggunian on matters pertaining to health; executes and enforces all laws, ordinances and regulations relating to the public health, recommends to the saggunian, through the local health board, the passage of such ordinances as he may deem necessary for the preservation of public health, recommends the prosecution of any violation of sanitary laws; ordinances or regulations; directs the sanitary inspection of all business establishments selling foods items or providing accommodations such as hotels, motels, lodging houses, pension houses, and like, in accordance with the Sanitation Code; conducts health information campaigns and render health intelligence services; coordinates with other government agencies and non-government organizations involved in the promotion and delivery of health services; is in the frontline of health services delivery, particularly during the aftermath of manmade and natural disasters as may be prescribed by law or ordinance.

B. OBJECTIVES

  1.  Renovation of dilapidated Barangay Health Stations supported by barangays concerned.
  2. To procure necessary logistics and medical supplies for the maintenance of Health Programs
  3. To establish linkage between Iloilo Doctor’s Hospital School of Midwifery, UPV Public Health and SIPC-WVCST on Primary Health Care Program 
  4. To conduct seminars and training programs, to update and improve knowledge and practices
  5. To fill up vacancies of four Rural Health Midwives
  6. Sustain Milk Feeding Program and supplementary feeding
  7. To maintain potability of water supplies and to increase the percentage of households with sanitary toilets
  8. Increase benefits of Emergency Room staff/ volunteers to 25%
  9. PhilHealth accreditation of Maternity Clinic packages while maintaining DOTS and out-patient packages
  10. Accreditation on Sentrong Sigla Phase I of Valencia, Damilisan & Aguiauan BHS & Phase II for Main Health Center.
  11. Computerization of individual treatment records and other health programs
  12. To establish a Primary Clinic

MUNICIPAL MARKET OPERATIONS’ OFFICE

A. FUNCTIONAL STATEMENT

Takes charge of the operation and establishment of the market; supervises the personnel and staff of said office; formulates programs and rules and regulations for the effective operation of the market in order to augment local revenue resources; assists in the implementation and monitoring of the construction of new buildings in the market, if any, and in the maintenance and repair of the existing structures thereof, requires that buildings and premises thereof be kept and maintained in a sanitary condition.

B. OBJECTIVES

  1. To regulate the preparation and sale of meat, poultry, fish, vegetables, fruits, fresh dairy products, and other foodstuffs for public consumption and increase local revenue sources and to make Miagao Public Market a healthy market in the (first district) Province of Iloilo. 
  2. To manage and maintain the condition of commercial building, structures and amenities for the safety of both occupants and the buying public.
  3. To maintain peace and orderliness in the public market to attract investors for sustainable economic growth. 
  4. To prevent the sale of foodstuffs/other products treated with hazardous chemicals.

MUNICIPAL TREASURER’S OFFICE

A. FUNCTIONAL STATEMENT

Advises the Mayor, as the case may be, the Sanggunian and other Local Government and National Officials concerned regarding disposition of Local Government funds, and on such other matters relative to public finance; takes custody of and exercises proper management of the funds of the local government unit concerned; takes charge of the disbursement of all local government funds and such other funds the custody of which may be entrusted to him by law and other component authority; inspects private commercial and industrial establishments within the jurisdiction of the local government unit concerned in relation to the implementation of tax ordinances, pursuant to the provisions under Book II of the Local Government Code; maintains and updates the tax information system of the local government unit; and exercises such powers and performs such other duties and functions as may be prescribed by law or ordinance.

B. OBJECTIVES

  1. To coordinate with the Local Finance Committee to stabilize the finances of the municipality by improving local revenue collection efficiency and the management of its resources.
  2. To provide the municipality with an efficient and progressive organization for fiscal administration particularly in collection custody and disbursement of funds and other auxiliary services.
  3. To provide supervision and management in the public market and slaughterhouse.

MUNICIPAL CIVIL REGISTRAR’S OFFICE

A. FUNCTIONAL STATEMENT

 Develops plans and strategies particularly those which have to do with civil registry programs and projects which the mayor is empowered to implement and which the Sanggunian Bayan is empowered to provide for under the Local Government Code; accepts all registrable documents and judicial decrees affecting the civil status of persons; files, keeps and preserves in a secure place the books required by law; transcribes and enters immediately upon receipt all registrable documents and judicial decrees in the appropriate registry books; transmits to the Office of the Civil Registrar General, within the prescribed period, duplicate copies of registered documents required by law; issues certified transcripts or copies of any certificate or registered document upon payment of the prescribed fees to the treasurer; receives applications for the issuance of a marriage license and, after determining that the requirements and supporting certificates and application thereof for the prescribed period have been complied with, issues the license upon payment of the authorized fee to the treasurer; coordinates with the National Statistics Office in conducting educational campaigns for vital registration and assists in the preparation of demographic and other statistics for the local government unit concerned; effects the implementation of RA 9048 and other amendments of the Family Code on Legitimation and R.A. 9255; and exercises such other powers and performs such other duties and functions as may be prescribed by law or ordinance and performs other duties as maybe directed by the Local Chief Executive. 

B. OBJECTIVES

1. Establish and implement programs pursuant to civil registry law.

2. Reconstruct Birth Certificate records pursuant to MC 94-4 of Commonwealth Act 2711 (Births that occurred prior February 27, 1931) and assist clients for out of town application for delayed registration pursuant to Rule 20 of Administrative Order No. 1 series 1993.

3. Implement and effect correction of entry and or change of first name or nickname as provided for in RA 9048 and other amendments of the Family Code on Legitimation.

4. Implement RA No. 9255, an act allowing illegitimate children to use the surname of their father for the purpose of amending Article 176 of the Family Code of the Philippines.

5. Implement the use of revised civil registry documents.

 

MUNICIPAL SOCIAL WELFARE AND DEVELOPMENT OFFICE

A. FUNCTIONAL STATEMENT

Formulates measures for the approval of the sanggunian and provides technical assistance and support to the mayor in carrying out measures to ensure the delivery of basic services and provision of adequate facilities relative to social welfare and development services as provided for under Section 17 of this Code; develops plans and strategies and upon approval thereof by the mayor, implements the same particularly those which have to do with social welfare programs and projects which the mayor is empowered to implement and which sanggunian is empowered to provide for under this Code; is in the frontline of service delivery, particularly those which have to do with immediate relief during and assistance in the aftermath of man-made and natural disaster and natural calamities; recommends to the sanggunian and advises the mayor on all other matters related to social welfare and development services which will improve the livelihood and living conditions of the inhabitants; exercises such other duties functions as may be prescribed by law or ordinance.

B. OBJECTIVES

  1. To identify the basic needs of the needy, the disadvantaged and the impoverished and to develop their living conditions through livelihood projects and other assistance.
  2. To provide relief and appropriate crisis intervention for minors and women who are victims of abuse and exploitation and to recommend appropriate measures to deter further abuse and exploitation.
  3. To assist the mayor in implementing the barangay level day care/kindergarten center for the total development and protection of children up to six (6) years of age and Early Childhood Care and Development Program otherwise known as R.A. 8980 to five targeted barangays.
  4. To implement RA 9257 otherwise known as Expanded Benefits for Senior Citizens Act.
  5. To assist the mayor and coordinate with other stakeholders for the implementation of NHIP from 30% to 60% of identified indigent families
  6. To strengthen organizations of Persons with Disabilities and implement the Magna Carta for disabled persons otherwise known as RA 9442.
  7. Establishment of a holding center for children in conflict with the law. 8. To support GAD related programs and projects of the municipality.
