Napulan leads tribute to former administrator

MIAGAO, Iloilo – Mayor Macario N. Napulan, MD led the officials and employees of the Local Government of Miagao in the Necrological Service paid as tribute to former Municipal Administrator and Association of Barangay Captains (now Liga ng mga Barangay) President Joaquin Monsale Tesoro, Jr.

“We have lost a great man, a Miagaowanon who left a legacy to our Municipality,” said Mayor Napulan as he expressed condolences and sympathy to the bereaved family.

According to Napulan, the loss of Tesoro, 73, “made an impact” to the Municipality.  Tesoro, who was in the government service for 37 years, first served the municipality as Punong Barangay of Barangay Tan-agan in 1989 to 1997.  During his stint as Punong Barangay, he was elected President of the Association of Barangay Captains (1989-1994).  In 1997 to 2008, he was appointed Municipal Administrator.

As municipal administrator, among his legacy was the conceptualization of Miagao’s famous Salakayan Festival.

During the Service, Hon. Carmelo Nochete, on behalf of the members of the Sangguniang Bayan, presented Resolution 2019-69 “A Resolution expressing the deepest sympathy and condolences of the Sanggunang Bayan, on behalf of the LGU, to the family of former Municipal Administrator Joaquin M. Tesoro, Jr.”

Likewise, the 119 Punong Barangays of the town expressed their condolences to the family through Liga ng mga Barangay Resolution 05-07 Series of 2019 that was presented by its President Hon. Robert Galvez.

Tesoro will be laid to final rest after the 2PM Mass on May 31st at the Parish of the Miraculous Medal in Barangay Cubay, this Municipality. (ABMande)

 

 

 

Miagao PNP opens new building

MIAGAO, Iloilo – The Miagao Police Station and the Local Government Unit of Miagao done the inauguration and blessing of the newly completed Miagao Municipal Police Station Standard Type “B/C” PNP Building in Barangay Guibongan, this Municipality.

The ceremony was headed by Police Regional Office Vi Regional Director PBGen John Bulalacao and Hon. Macario N. Napulan, MD.

According to PBGen Bulalacao, the new 4.8 million building will “boost the morale of the local police” as he expressed full trust and confidence to the local PNP.

The construction of the new building was made possible with the assistance of the LGU that donated the lot for the structure.  On top of it, the LGU through Mayor Napulan has been generous in extending assistance in all forms including gasoline expenses for the PNP.  Meantime, the PNP has requested for the installation of their electricity and communication and office equipment among others which has yet to be considered in the next supplemental budget of the LGU.

“I am delighted by the project because we are so much in need of this.  We have been diligent in following this up with the national office and we are glad with this development,” said Mayor Napulan.

Meantime, earlier plans bare that the old PNP site will house the Bahay Silangan – a shelter that will offer reformation program to reforming drug offenders into self-sufficient and law abiding members of the society, and other LGU offices.  (ABMande)

On SGLG validation, Miagao hopes to hit ‘pass’ mark

MIAGAO, Iloilo – The Municipality of Miagao hopes to become passer in the Seal of Good Local Governance (SGLG) validation with some preparatory works already in place.

This was the aim of Mayor Macario Napulan, MD and the rest of the local government officials and employees during the conduct of the SGLG on site validation and assessment on April 30, 2019.

This year, the SGLG carries on with the “all-in” assessment criteria where the local government must pass all seven areas to include: Financial Administration, Disaster Preparedness, Social Protection, Peace and Order Business Friendliness and Competitiveness, Environmental Management and Tourism, Culture and the Arts.

“We have been doing well in the preparation this year. I just hope that we will be able to satisfy all the documents needed in the indicators,” said Mayor Napulan as he stressed that he welcomes evaluations and validations of this type.

SGLG is an annual search initiated by the DILG.  It is the department’s response to the clamor of the people for integrity and performance in public service.  Thus, the SGLG symbolizes integrity and good governance of local government.

Once passed, recipients will be conferred with the 2018 SGLG marker, eligibility to the Performance Challenge Fund to finance local development initiatives, and an access to other programs and capacity development assistance from DILG. (Adora B. Mande)

Napulan wows evaluators in Search for Outstanding Mayor of the Philippines

MIAGAO, Iloilo – Miagao Mayor Macario Napulan, MD has once again proven his craft in the field of local governance after he wowed the evaluators in the recently conducted validation of his entry in the Search for Outstanding Local Chief Executive of the Philippines.

The set of evaluators came to town for the validation of the entry of Mayor Napulan for the Gawad Parangal for Outstanding Local Chief Executives, an annual search for outstanding service in the field of social work among local leaders and social workers.  The Search is initiated by the Association of the Local Social Welfare and Development Officers of the Philippines Inc. (ALSWDOPI), a professional organization of the provincial, city and municipal social welfare and development officers in the country.

In his statement, Mr. Larry Petinglay, Gawad Parangal Chairperson for Visayas said that the Search aims to recognize the efforts of local chief executives and local social welfare development officers, and local chapters in their effort of delivering “effective and efficient social welfare and development programs and services.”

The evaluators looked into the following as criteria:

  1. Annual Investment Plan, Comprehensive Local Development Plan and Comprehensive Land Use Plan for the last three years
  2. Narrative accomplishments with action photos focusing on the implementation of local social welfare and development programs and services within a year (based on LGPMS rating (2017-2018)
  3. Introduced innovative social welfare and development interventions and good practices
  4. Enacted Local Legislation in support to local social welfare and development programs.
  5. Appropriated funds for the implementation of local social welfare and development program/projects and services.
  6. Awards and commendations received.

The criteria were well answered in a 22-minute video presentation and a 35-page executive summary.  On top of it, the Office of the Social Welfare and Development Officer headed by Mrs. Rosalinda Mueda and OIC-Municipal Administrator John F. Nocal earlier submitted a more or less 1000-page attachment to ensure that all areas of the criteria are justified.  The preparation and presentation impressed the evaluators more so when the validation of the entry was well defended and justified by Mayor Napulan himself.

“I just want my people happy and contented”, said Mayor Macario Napulan in his statement saying that all his hardworks are for the people of Miagao.  He even got teary eyed with all the preparations done by the staff, officials and employees and the full support of the members the Sangguniang Bayan who even passed a resolution supporting him in this endeavor.

Result will be announced anytime soon and the awarding will be held in Cebu City. (ABMande)

  

 

 

 

Miagao receives loomweaving facilities from DTI

In support to the growing demand of hablon in the market today and to help the local weavers and uplift their livelihood, the Department of Trade and Industry has turned over loomweaving facilities to the Municipality of Miagao.

Some 14 steel terals (Handlooms), 2 digital embroidery machine and 1 desktop PC were received by Mayor Macario Napulan, M.D., Tourism Officer Anthony Selorio and LEED Consultant Dindo Nemiada from DTI Division Chief for Industry Development Division Esterlita Moleño Baddong and Trade Industry Specialist Shayne Jornadal in a ceremonial turn over held at the Justice Ramon B. Britanico Hall on December 4, 2018.

At present, Miagao has 158 terals and continues to grow as the Miagao Weavers Association headed by Selorio encourages new weavers as demand for Miagao Hablon soars.

The Hablon Industry in Miagao is evolving to become a sustainable local industry. It is being supported by the Cotton Production Program by 5 cluster barangays namely Baraclayan, Durog, Dawog, Maricolcol and Kirayan Tacas and is being assisted by PhilFIDA. Also a work in progress is the installation of Ginning, Spinning and Dying Vat project of DOST- PTRI at ISAT-U. All of these are fruits of the endless efforts of the Mayor to put Miagao Hablon as the town’s premier product.

DTI has lined various activities for industry development in Miagao. They do not limit to providing equipments but other intangibles such as Trainings, Mentoring, standardization and other capacity building activities. (DM/ABM)
