Fast AICS pay out amazes APSWDO

MIAGAO, Iloilo – Personnel from the Antique Provincial Social Welfare and Development Office (APSWDO) were impressed by the fast pay out of the Assistance to Individuals in Crisis Situation (AICS) in Miagao.

Antique PSWDO Mr. Lazaro Petinglay, during the Benchmarking of AICS to identify best practices in its releases, wondered how it was done “fast” by the Municipal Social Welfare and Development Office (MSWDO).

AICS is a devolved program of the Department of Social Welfare and Development (DWSD) to the Local Government Unit by virtue of Republic Act 7160 also known as the Local Government Code of 1991.

Mrs. Rosalinda Mueda said that the MSWDO provides a range of services such as immediate rescue, and provision of direct financial assistance, psychological support, and material assistance including food and transportation for the stranded individual/families burial assistance to the paupers, emergency shelter assistance for victims of sporadic calamities (natural and manmade), medical laboratory and purchase of medicines for either admitted or out patient.

“We have made major modifications in the release of AICS.  Since I assumed office as (Municipal) Mayor, AICS is extended to all regardless of their political affiliation.  And so far, we are right in track based on the report of the Commission on Audit,” Mayor Macario Napulan MD said in his Welcome Remarks.

Mayor Napulan said that AICS transaction is done in 30 minutes from the preparation of the documents up to the cash payout, provided that all off the requirements needed are readied by the client.  Among the requirements needed are Death Certificate, Certificate of Confinement, medical prescription and laboratory request. Amount of releases, however, varies depending on the degree of illness with a minimum amount of P300.00 for medical assistance. To date, the MSWDO released a total amount of Php 513,550.00 to 553 clients.

It may be recalled that Mayor Macario N. Napulan was awarded Most Outstanding Mayor of the Philippines by the Association of Local Social Welfare Development of the Philippines Inc. and one of the key programs presented was the successful implementation of AICS in the Municipality of Miagao. Seedlings available for tree growing

MIAGAO, Iloilo – Some 12, 000 seedlings are available for tree planting and growing at the Municipal Recovery Facility (MRF) under the Municipal Environment and Natural Resources Office.

Forester Isisdro Mosura said that among the available seedlings include atis, mabolo, langka, iba, narra, tapiyay, indian tree, bayog, teak wood and pine tree.  These seedlings will be off for planting on June 26th in celebration of the Arbor Day.

Meantime, Mayor Macario N. Napulan instructed the MENRO to prepare guidelines for the tree growing program relative to the Arbor Day celebration. (ABMande)

GSO releases guidelines in garbage collection

MIAGAO, Iloilo – In order to ensure order and discipline, the General Services Office issued guidelines of collection of garbage in the Municipality.

During the regular quarterly meeting of the Ecological Solid Waste Management Board, Ms. T. Arlene Nufuar said that the “No Segregation, No Pick up” is a standing policy as every household is obliged to segregate at source.

“Biodegradable, non-biodegradable (recyclable and residual) and hazardous waste should be properly segregated right from the household,” said Ms. Nufuar.

According to Ms. Nufuar, those that can be easily decomposed by natural agents and those materials which cannot be broken down or decomposed into the soil by natural agents should be separated at home.  Only those that will be picked up are plastics materials, metal craps, aluminum cans and bottles, and containers of hazardous chemicals.

Ms. Nufuar said that most of the poblacion barangays have eco-aides commissioned by the local government unit to assist in the garbage collection.  It is also the duty of the eco-aide to inform the barangay residents of the schedule and time of the collection.

“It was clarified in the orientation of the eco-aides that putting up of garbage outside the houses should be done 30 minutes prior the collection,” said Ms. Nufuar.

Ms. Nufuar likewise said that collection are religiously done except on cases of conflict of important schedules and unavailability of dump trucks due to pre-repair commitments.

‘BASURA MO, PAGKAON MO’

During the meeting, Mayor Macario Napulan ordered Mr. Isidro Mosura of the Municipal Environment and        Natural Resources Office (MENRO) to strengthen the implementation of the “Basura Mo, Pagkaon Mo” project.

The Project, conceptualized by Mayor Napulan himself, aims to encourage Miagaowanons to be responsible of waste disposal especially of plastics which when not disposed properly and responsibly will give harmful effect to the environment.

The Project will encourage the populace to segregate and collect low density plastics and exchange it to coupons with corresponding food packs (1 coupon to 1 instant noodles, 2 coupons to 1 can of sardines and 4 coupons to 1 kg of rice).

Mayor Napulan told the MENRO to see to it that the Project is widely disseminated and participated in the barangays.  This time, upon garbage collection, the food packs will be readily available.

“This draw consciousness to everyone especially those economically disadvantage to collect plastics and exchange it with food,” said Mayor Napulan.

These plastics are then turned-over to the Villar Foundation and are used as materials in the fabrication of armed chairs distributed to public schools. (ABMande)

 

 

On Education Program Miagao is on track

 

MIAGAO, Iloilo – The Municipality of Miagao is right on track when it comes to the implementation of the programs and projects on Education.

This was the statement of Mr. Edwin Nacionales, Program Coordinator of the Synergia Foundation during the Public Financial Management Assessment and Study with the Local School Board members.

The Study was conducted to evaluate the utilization of the Special Education Fund (SEF) of the local government units.  Further, it aims to provide policy direction for budget allocation and funding support to educational development from LGUs and other funding agencies.

In Miagao, the guidelines are religiously followed despite the difficulty in spending the SEF due to the limitations stated under the Local Government Code.

Mayor Macario Napulan said that aside from the regular SEF, he has allocated additional funding support from the General Funds in the amount of more or less P1-million.

It may be known that the SEF arises from the additional one percent tax on real property and is allocated by the Local Government Code to the local school boards and is use on programs and projects that will ensure quality of education. (ABMande)

Miagao weavers contract NGCP ‘Project Uniform’

MIAGAO, Iloilo – The Miagao weavers will be busy in the coming days because of the 100,000 yards hablon cloth order for the “Project Uniform” of the National Grid Corporation of the Philippines (NGCP).

On June 18th, personnel from the NGCP conducted visit and ocular inspection for the update of their order.   The NGCP then commissioned Rajo Laurel to tailor the uniform for use of their officers and personnel nationwide.

On top of it, Tourism Officer and President of the Miagao Weavers Association Mr. Anthony Selorio revealed that during the visit the personnel headed by Ms. Joshua Lorraine Fajardo   presented the proposed 2nd phase of the project that is the donation of additional new set of hablon looms and trainings to weavers.

Mr. Selorio said that the NGCP also look forward to provide hablon uniforms to their line men nationwide by year 2020. It may be noted that the NGCP earlier  donated 60 hablon looms which were distributed to seven weaving centers namely Indag-an Cooperative, Valencia Weaving Center, Baraklayan Weaving Center, Reydeen’s Hablom, Natinga’s Hablo, Imee’s Hablon and Criselda’s Hablon.   These seven weaving centers were tapped to work on the NGCP order. MIAGAO, Iloilo – The successful implementation of the town’s programs on Senior Citizen cause the Department of Social Welfare and Development to handpick Miagao as subject of Process Evaluation Study (PES) of the World Bank Funded Social Pension Program.

Mrs. Rosalinda Mueda said that the study will be undertaken by the Integrated Competitive Intelligence Asia, Inc. (ICI-Asia) on June 17 to 21, 2019.  In an interview with her, she said that the study aims to assess and benchmark the Social Pension business process and determine whether the program activities have been implemented as intended.

“It will also identify the needs and area for improvement that would make the program more efficient and responsive to the current and emerging requirements of the program management, operations and service delivery,” said Mrs. Mueda.

According to Mrs. Mueda, Miagao was chosen from among the Municipalities in Western Visayas and was one of the four municipalities that will be covered by the study.  The study includes a Focus Group Discussion to Barangays Palaca and Valencia and interview to selected senior citizens.

It may be recalled that Mayor Macario Napulan was awarded Most Outstanding Mayor of the Philippines by the Association of Local Social Welfare Development of the Philippines Inc. and one of the key programs presented was the successful implementation of programs and projects to more or less 9,000 senior citizens of the Municipality.

“As a physician, I am very must expose to senior citizens. My heart is always with them and my programs and projects are always aligned to their development,” said Mayor Napulan.

Mayor Napulan said Barangays Palaca and Valencia are among the barangays with active senior citizens. In Barangay Valencia, the LGU funded for the operation of the Weaving Center with the members of the senior citizens as active weavers. (ABMande)
