Miagao slaughterhouse is favorite subject of benchmarking

MIAGAO, Iloilo – The Double “AA” Slaughterhouse of the Municipality of Miagao has become one of the ‘favorite’ subjects for benchmarking of other local government units from the Province of Iloilo.

During the visit, Municipality of Anilao OIC Municipal Treasurer Ms. Maricel A. Rodriguez said that Miagao was picked as their subject for study because of the referral they got from National Meat Inspection Services (NMIS) Acting Regional Director Emmanuel Limana and the Office of the Provincial Agriculturist.

Miagao operates a double “AA” slaughterhouse with technical and financial assistance from the NMIS’ Meat Establishment Improvement Program.  The MEIP is a cost sharing scheme with 50% of the project cost from the LGU GAA and another 50% from the NMIS Trust Fund.  It has a total cost of P10million.

“We have institutionalized the operation of the slaughterhouse with guidance from the NMIS,” said Mayor Macario Napulan.

MEEO – Slaughterhouse In-charge Mr. Albert Narte said that aside from the Municipality of Anilao, other municipalities like Leon, Tubungan, and Cabatuan, among others also came earlier to conduct study for the propose development of their slaughterhouse, sanitary and good governance program.

Mr. Narte explained that Miagao Slaughterhouse is the most referred to for benchmarking and training because it is one of an established abattoir in the Province of Iloilo.

“Waste water facility is among the best practices being showcased during the study.  In Miagao, waste water is used as compost. Entrails are used as foods for catfish while the wool and hoof are incorporated in the bio hallow blocks production of the MENRO,” he said.

On top of it, the Slaughterhouse is being manned by well trained personnel who have undergone Slaughterhouse Operation Management Orientation Seminar (SOMOS) from the NMIS.  The same seminar was also attended by butchers and meat processors in the Municipality.  (ABMande)

Mayor Napulan leads clean up drive

MIAGAO, Iloilo – Mayor Macario Napulan, MD leads the local government officials and employees in the Clean-up Drive Kontra dengue in the major streets of the poblacion here.

The Clean-up Drive is an annual activity collaborated with the Office of the Municipal Health Officer through the active participation of the barangay officials and local government officials and employees.  It aims to abate the looming increase of dengue cases in Miagao with the onset of the rainy season.

In his message, Mayor Napulan enjoined everyone to take part in the activity.

“Combating dengue and environmental awareness is not just the role of the barangay officials and government employees because they are being paid by the government.  Everybody has the responsibility to support activities of this kind,” said Mayor Napulan as he stressed that the LGU has in fact implemented numerous programs and projects to entice environmental consciousness to every Miagawanons.

“(My) advocacy will always be on the environment making everyone realize that our environment is fragile and we have to act now to fix it.”

MORE ENVIROMENTAL PROGRAMS

Result of the garbage characterization in Miagao shows that low density plastic tops the quality of garbage disposed by Miagaowanons daily.

As such, Mayor Napulan reiterated his campaign to support the Basura Mo Pagkaon  Mo Program which was launched to encourage everyone to dispose their plastics properly by giving out incentives based on the quantity of low density plastics that will be gathered.  This LDP will then be turned over to the Villar Foundation and will be used as materials for the fabrication of arm chairs for use in schools. MIAGAO, Iloilo – Mayor Macario Napulan, MD hopes Miagao to be remembered as part of the reformation process as he opens the doors of the Balay Silangan Reformation Program in Miagao to eleven enrollees from the different municipalities from the First Congressional District.

Eleven surrenderers, mostly drug personalities who availed of the plea bargaining agreement and were convicted of use of dangerous drugs, underwent the Stage 1 of the Balay Silangan Program on June 26th at the DA Training Center here.  The Stage 1 process includes alcohol, smoking substance involvement screening tests, drug dependency test, medical test, psychological test and background investigation.

“I want all of you to complete the program and eventually become a productive citizen of the community,” said Mayor Napulan in his message to the surrenderers.

The Balay Silangan Reformation Center aims to adopt the implementation of a one-month family-based in-house reformation program for drug offenders. It will be located at the Evacuation Center (at the back of the Office of the Municipal Agriculturist) in Barangay Baybay Norte.

Mayor Napulan, a doctor by profession, explained that methamphetamine (shabu) and other illegal substances have ill effects in the over-all wellbeing of a person.

“The use of illegal drugs will cause permanent damage to a person.  It has addictive effect that reformatory rehabilitation is necessary to rectify the negative behavior of the patient and enable the person to become acceptable to the society,” he explained.

The establishment was formalized through the signing of the Memorandum of Agreement at the Justice Ramon B. Britanico Hall on June 14, 2019.   (ABMande).

 

Mayor Napulan to employees: ‘Grow a tree and be healthy’

MIAGAO, Iloilo – Mayor Macario N. Napulan, MD challenges to all municipal officials and employees to take active effort and contribute for the sake of our environment.

“Grow a tree and be healthy,” said Mayor Napulan in his speech on time for the “Philippine Environment Month” theme of the regular Monday Flag Raising Ceremony and Convocation Program.

Also, “Grow a tree and be healthy” will be the tagline of one of his environmental programs that will be launched anytime soon. The Program has yet to be finalized but sharing a little note about it, he said that the Program will engage all households to plant ten (10) fruit bearing trees.

Meantime, Mayor Napulan enjoined everyone to participate in the Tree Growing Activity on June 26, 2019 in Barangay Tigmalapad, this Municipality. (ABMande)

‘Closed Season’

The declaration for the “Closed Season” for fishing remains effective until October 2019.  This, after the Sangguniang Bayan passed and approved Municipal Ordinance 2019 – 17 amending Section 64 of Municipal Ordinance 2008-02 otherwise known as the “Comprehensive Fishery Code of 2008 of the Municipality of Miagao” changing the Closed Season for catching fish with from April to September to May to October of every year.

In view therefore, it is illegal for any person to catch with the use of sahid, sinsoro, lilang and vintahan equipped with a fine mesh nets for the aforementioned period.

MDRRMC aims zero incidents

MIAGAO, Iloilo – In order to achieve zero incidents relative to the celebration of the Feast of St. John the Baptist, the Office of the Municipal Disaster Risk Reduction Management (MDDRM) deployed its personnel and enjoined all stakeholders to participate in Baywatch 2019.

In an interview with MDRRM Officer Mr. Ronan John Austria, he said that the Office commissioned the services of all punong barangays, tanods, Miagao Emergency Rescue Group, and members of the Philippine Coast Guard Auxiliary for the conduct of roving at the shoreline and monitoring of the activities of the people in particular of those swimming at the beach.  Swimming is allowed from 6AM to 6PM only, he said.

“As practiced, we monitor and identify all sober persons and caution them not to go swimming,” said Mr. Austria.

This year, the MDRRMO established six stations manned by volunteers and tanods namely: Station I in Kirayan Sur; Station II in Baybay Norte; Station III in Palaca; Station IV in Bacauan-Mambatad; Station V in San Rafael Narat-an; and Station VI in Maninila, Dingle and Gines.  These stations are equipped with life ring, torpedo buoy, first aid kit and spine board.

Mayor Macario Napulan, MD during their pre-deployment orientation told the MDRRM personnel and volunteers to “ensure safety” of the participants and the public. “Safety should come first,” concluded Mayor Napulan.  (ABMande)
