Miagao town targets P226M budget for 2020

MIAGAO, Iloilo – The local government unit (LGU) of Miagao is proposing a budget of P226,782,086.00 for the General Fund and Operation of the Economic Enterprises for Fiscal Year 2020.
Mayor Macario N. Napulan, with the collaborative efforts of all the department heads, is set to submit to the Office of the Sangguniang Bayan the FY 2020 budget by October 16, 2019.
The LGU focuses its resources to the attainment of the following 10-point Executive Agenda: 1) Good Governance and Transparency, 2) Agricultural and Fishery Development, 3) Tourism Promotion and Economic Development, 4) Infrastructure Development, 5) Health and Sanitation, 6) Educational Development, 7) Empowerment of Barangays, 8) Environment Management and Protection, 9) Maintenance of Peace and Order, and 10) Youth and Sports Development.
The LGU also aligned its Programs, Projects, and Activities (PPAs) with the priorities of the national government to optimize the utilization of resources and avoid duplication in the use of fiscal and physical resources.
During the series of budget hearings conducted last August 15 to September 4, 2019, each department head presented their PPAs consistent with the Approved Annual Investment Plan (AIP) for FY 2020.
The fourth tranche compensation adjustment for the municipal government officials and employees as per DBM LBC No. 118 dated January 15, 2019 stipulated under E.O. No. 201 series of 2016 will be implemented.
The 119 barangays will be able to have their identified priority project funded through the Assistance to Barangays under the 20% Internal Revenue Allotment (IRA). (SMM/Information Office)

Feature: Miagao on its way to become a ‘heritage town’

“The heritage of the past is the seed that brings forth the harvest of the future.”
Thus, last August 19-23, 2019, the National Commission for Culture and the Arts (NCCA) headed by vice chair John Delan Robillos, with staff Denise Aguilar and Jeremy Tubao, together with the local government unit of Miagao headed by municipal mayor Dr. Macario N. Napulan, conducted a training workshop on the first batch of Miagao local mappers.
The workshop lasted for five days, with series of activities that were conducted daily.
On the first day, roles and functions of local mappers were discussed as vital information for the training.
Toolkits were distributed individually to mappers like tape measure, pencil, ballpen, gloves, envelopes, and bond paper.
For Day 2, every group was assigned to barangays to start collecting data.
One group designated in Cagbang village here was able to interview “Lola Enriquita”, 90-year old productive lady.
According to Lola Enriquita, when she was five years old, she observed “kuron making” and eventually mastered pottery-making when she was 12-years old.
She said the abundant natural resource in their barangay was mud clay.
Meanwhile, a group assigned in Palaca village was able to interview residents from the barrio about the old balete tree.
Some interviewees said that the balete tree is being ruled by an “engkanto”, a local term for a creature living in that tree.
After the data collection, it was reported that one of the members was complaining that she was not feeling well. So, one of the members told that she needed to say the word “tabi tabi” for this creature not to be disturbed.
A group who were immersed in Saring village was able to document the “miagos” plant where Miagao derived its name.
Mappers were able to see the plant miagos, a term which also means “abundant”, in the sparkling river water of Saring.
According to people living in the community, this plant was abundant during the pre-Spanish era.
On the last day of the training, topics on Guide on Collating and Presenting Data and Critical Next Steps were tackled effectively.
After the training, the local mappers, together with LGU, will continue the data gathering phase which will last for about three to six months to substantially gather data on the major components of cultural profile, depending on the size of municipality.
Moreover, on a weekly basis, mappers will update their accomplishments of what they have already mapped. Forms and data will be validated by the NCCA.
Upcoming updates will soon be available from the efforts of the mappers to that will serve as testament of the rich cultural heritage of Miagao.
This may pave way for the municipality to be declared as a “Heritage Town” in the near future. (AAP/Information Office)

1,015 biz permits renewed in Miagao

MIAGAO, Iloilo — A total of 1,015 business permits were renewed for the 2019 Tax Mapping Activity inspection of the different business establishments in the municipality of Miagao.
Mr. Stephen Intal, head of the Licensing Unit of the Municipal Local Government Unit of Miagao said that the inspection, which includes all sector of businesses, both in private and public market, is conducted every year.
“The initiative aims to increase the revenue collection as well as to inspect compliance of business establishments to register to the municipality,” he said.
The Licensing Unit, together with the Provincial Bantay Dagat is also conducting “Operation Kulob” of the motorized boats and other fishing gears in the 22 coastal barangays in the municipality.
This is important to ensure that all motorboats are properly documented and have the necessary permits to operate. (RH/Information Office)

Miagao gets new emergency rescue vehicle

MIAGAO, Iloilo — The local government unit (LGU) of Miagao, through its Bids and Awards Committee, has procured one unit brand new emergency rescue vehicle.
Municipal Disaster Risk Reduction and Management Office (MDRRMO) head Ronan John P. Austria said the emergency rescue vehicle, which will be used for MDRRM operations, has an approved budget for the contract of P1,800,000.00.
He said the office will be utilizing this new rescue vehicle which is a Nissan NV350 Urvan, in addition to the existing two responder vehicles.
“The vehicle is important to address medical needs and services of the municipality especially this time of dengue outbreak”, he said.
The bidding was conducted last May 20, 2019 and the winning bidder was Iloilo Car Corporation with bid amount of P1,785.000.00. (CNM/Miaago-LGU)

Miagao slaughterhouse eyes for ‘Double A’ accreditation

MIAGAO, Iloilo – The Office of the Municipal Slaughterhouse is aiming for Double “A” Standard Accreditation.
Currently, the town’s slaughterhouse has 19 butchers and three meat inspectors trained under the National Meat Inspection Service and it operates daily under the supervision of Albert Narte.
Double “A” standard facilities such as stunner and digital weighing scale have been installed and a dehairing area has been assigned to enhance the effectiveness of its operations.
Per record, 175 hogs, 20 cattles and 15 goats were slaughtered last September 21, 2019 in celebration of Miagao’s Patronal Fiesta.
Miagao Slaughterhouse has been eyed for benchmarking of other local government units such as Tigbauan, Leganes, San Miguel, Sta. Barbara and Leon as to its commendable practices. (RSN/Miagao-LGU)

Feature: A ‘first’ for Miagao

Paperless session in Miagao is a “first” in the southern part of Iloilo.
The Sangguniang Bayan (SB) of Miagao, in its commitment to level up the session procedure, designed a program for a “paperless legislation system”.
This program, other than making things easier for the SB members, aims to greatly reduce, if not, eliminate the use of papers which are accumulating in the office and eventually become garbage.
It also helps our environment where fewer trees are cut to be converted into papers.
This system is an innovation for the SB to be more transparent to the public considering that agenda and minutes are digitally available.
The advent of technology has become a platform to put this goal to reality.
In fact, the SB of Miagao was the first to use this paperless system.
It was first initiated in 2010, when other municipalities were still utilizing the traditional paper and photocopier to produce agenda, minutes and other documents needed during the session.
Equipped with knowledge and skills in computer technology, the SB has conducted its session using paperless method.
The use of laptops and projectors made it possible.
Definitely, Miagao has made a clear mark on this methodology – a milestone that is now being pursued by other localities.
