Quarry operators told: No Permit, No Quarry

MIAGAO, Iloilo – The Department of Environment and Natural Resources Mines and Geosciences Bureau (DENR MGB) strictly told quarry operators and punong barangays with quarry areas to adhere to the “No Permit, No Quarry” policy of the Agency.

In his statement before the attendees of the technical conference, Friday, Atty. Cesar Emmanuel Buyco, Jr. of the DENR MGB clarified that in Miagao, the Office has yet to issue permit to quarry applicants in Miagao.

“Miagao has no quarry permittee.  There are those who are extracting sand and gravel in the guise of river rechanneling, in this case all punong barangays with quarry areas must look into the Program of Works of these operators,” said Engr. Buyco.

He revealed that to date the DENR MGB has issued one Notice of Violation and one Notice of Adverse Findings to identified violators in Miagao.  Buyco said that these violators will at any time be issued Cease and Desist Order by the Office of the Governor.

Attended by punong barangays with quarry areas, quarry operators, DENR personnel and municipal officials, the technical conference was called in response to the complaint received by the Office of the Municipal Mayor on illegal quarry operations.

“We have to be relentless to regulate all illegal (quarry) activities in our locality.  I cannot just sit down and look into all that is happening more so that complaints have already reached the Office of the President, “said Mayor Macario N. 28-Strong recognized Civil Society Organization (CSO) answered the call for accreditation.

Memorandum Circular No. 2019-72 of the Department of the Interior and Local Government (DILG) dated May 22, 2019 and paragraphs (a), (b) and (c) of Article 64, Rule XIII of the Rules and Regulations Implementing the Local Government Code of 1991 provides guidelines for the accreditation of registered civil society organizations and the recognition of unregistered civil society organizations for the purpose of membership in the Municipal Development Council, Municipal School Board, Municipal Health Board and Municipal Peace and Order Council.

Pursuant to such issuances, the Sangguniang Bayan, through the Presiding Officer, issued a Notice of Call for Accreditation inviting civil society organizations to apply for their respective accreditation.

Last October 22, 2019, the Office of the Sangguniang Bayan distributed Certificates of Accreditation to twenty eight (28) Civil Society Organizations that answered the call for recognition.

Municipal Mayor Macario N. Napulan, MD., Vice Mayor Leonardo N. Naldoza, and members of the Sangguniang Bayan together with Mr. Mark Jonel Castillo, LGOO II and Mr. Larry Munion, Municipal Development Council Acting Secretary spearheaded the distribution of the Certificates.

According to Hon. Macario Napulan, M.D., Municipal Mayor, “Civil Society Organizations are the foundation of a strong administration playing a crucial role in development of the municipality”.

Hon. Leonardo Naldoza, Municipal Vice Mayor, manifested that “being accredited by the Sangguniang Bayan gives Civil Society Organizations legal identity and to be part of the Municipal Development Council”.

Hon. Gemma Rei Nismal, Sangguniang Bayan Chairperson on Cooperatives, congratulated the Civil Society Organizations who responded to the invitation to be accredited by this August Body. She added that “recognizing Civil Society Organizations means increasing local CSOs’ capacity to perform their roles as independent development actors more effectively.”

The said certificate is valid until the end of term of the present set of elected officials on June 30, 2022.

Miagao embraces for another big thing for its people as it unveils the 1st Yarn Production and Innovation Center in Western Visayas at Iloilo Science and Technology University (ISAT-U) – Miagao Campus, Miagao, Iloilo on November 6, 2019.

The 42-million Grants-In-Aid Program project was financed by the Department of Science and Technology and in collaboration with the Local Government Unit (LGU) of Miagao, Iloilo Science and Technology University – (ISAT-U) – Miagao Campus, Philippine Textile Research Institute, and Great Women Philippine Corporation.

Mayor Macario N. Napulan M.D. warmly welcomes the development as he envisioned this growth for the weavers and the people of Miagao.

When he started as mayor of this Municipality, he saw the situation of the local weavers, knowing that weaving is the source of their income, that’s why in order to really improve the weaving industry, the LGU Miagao took extra steps as they created an organization of all the weavers in one organization (Miagao Weavers Association) and put up Hablon Festival to promote our hablon products.

“The name of hablon started to be known not only in the Province of Iloilo, not only in the whole country but all over the world. Thank you couturiers and designers, you really helped and supported us but most especially thank you to our hablon weavers”  Mayor Napulan said.

For his part, ISAT U President Dr. Raul F. Muyong in his speech expressed his commitment and willingness to support the Program as he stressed that the Project is “Another milestone in the history of ISAT-U Miagao Campus and the Municipality of Miagao. We are ready for this and we welcome this Regional Yarn Production and Innovation Center (RYPIC).”

According to DOST Secretary Fortunato T. dela Peña RYPIC will have a big impact that will complete the value chain of the weaving industry in the Municipality of Miagao.

The RYPIC is expected to be a huge factor in the development of the weaving industry and will also serve as a platform for more innovation for the hablon textile of the municipality. (ArveePaguntalan/Information Office)

MIAGAO, Iloilo – Some 79 designated Smoke Free Task Force (SFTF) members were commission and trained as enforcers of the Comprehensive Smoke Free Ordinance of the Municipality.

This after they were capacitated and trained in a two-day seminar on the Apprehension Procedures at the MHO Conference Room, October 29 and 30, 2019.

The seminar was attended by the representatives from the Philippine National Police, barangays tanods, punong barangays and other volunteers deputized by the task force.

Initially during the seminar, the participants went out on location for the soft implementation of the Ordinance on October 30, 2019.  They visited the public market. ISAT-U, MCES, Municipal Building and Miagao Church and cited violators of the Section 6 for Smoking and Vaping and Sale-Access Restriction and Advertising and Promotion Ban.

Early on, the Sangguniang bayan passed and approved the Comprehensive Smoke Free Ordinance of the Municipality.

According to Mayor Macario N. Napulan, MD the ordinance was realized to “safeguard public health and ensure the well-being of all the constituents by protecting them from the harmful effects of smoking and tabacco consumption.”

Miagao vies for SWMB awards

MIAGAO, Iloilo – The Municipality of Miagao hopes to be recognized on its effort on ecological solid waste management that it warmly embraces the challenge of the evaluation and verification process of the 2019 Search for Outstanding LGU’s on Ecological and Sustainable Solid Waste Management System (E+3S) Year 3.

“(With the most number of barangays) Solid waste management is a huge challenge for the Municipality but we have controlled our waste.  Education is the hardest part, but we are getting there,” said Mayor Macario N. Napulan, MD in her welcome speech before members of the Validation Team Wednesday morning.

The entry of Miagao highlighted eight performance areas particularly on Environmental Organization, Education, Enforcement, Engineering and Economic Sustainability, Pollution Control, Health and Sanitation and Greening Programs.

The Search is an annual initiative of the Province of Iloilo to recognize and assess the effectiveness of the LGUs effort on ESWM and greening programs, increase community awareness and encourage other stakeholders to actively involved on environmental issues and concerns and establish and increase behavioral change among communities.

The best performing LGUs will be awarded with cash prizes and plaque as sort of incentives to their effort on ESWM. (ABMande/Information Office)

Miagao trained on RDANA

SAN JOAQUIN, Iloilo – In order to effectively conduct assessment of the situation on the ground before and after disasters at all levels, the members of response teams of Miagao were capacitated in a four-day training on Rapid Assessment and Needs Analysis (RDANA) at the Garinfarm Pilgrimage Resort on October 22 to 25, 2019.

“Man-made disasters and incidents put the lives of the Filipinos at stake.  When disasters occur, it is important for the DRRM agencies, in particular the response groups, to determine the immediate impacts of the disasters and cater to the priority needs of the people, hence this training,” said MDRRM Officer Mr. Ronan John Austria.

Mr. Austria explained that RDANA works by providing a quick “snapshot” of the disaster situation.  It determines the type and extent of damages brought about by the disaster, including its secondary threats, the critical needs of the affected population, and the local response capabilities.

“It allows the prescription of the priorities for response and recovery activities,” said Mr. Austria.

He also added that RDANA also serves as basis for recommending the need for international assistance, if necessary.
